ISHKOSHIM (On the Afghan-Tajik border): In an appeal to all Muslims in Afghanistan, Shia and Sunni alike, the Aga Khan, the spiritual leader of the Ismailis, recently outlined a basis for constructing a more stable civil order in Central Asia.
